About the Customer

Contra Costa County operates citizen-facing assistance programs that require field data collection across distributed community sites. Staff manage thousands of intake interactions annually — often in locations with limited or unreliable internet connectivity — while maintaining strict regulatory compliance and residency verification requirements.

The Challenge

The county relied on paper-based workflows that created operational problems common across government field operations:

  • No offline capability: Remote community sites lacked reliable connectivity, making real-time digital capture impossible with traditional web applications
  • Manual document processing: Staff transcribed driver's license and ID data by hand during intake, causing bottlenecks and data quality issues
  • Compliance gaps: Paper processes made residency verification inconsistent and audit trails difficult to maintain
  • Zero visibility: Program managers had no real-time insight into service volumes, site utilization, or operational trends

Offline-First Progressive Web App

Staff capture intake data regardless of connectivity. The PWA stores transactions locally and auto-syncs when a connection is available — validated on Getac rugged tablets, iOS, and standard web browsers.

AI Document Processing (Amazon Textract)

OCR-powered scanning extracts data from driver's licenses and state IDs instantly, auto-populating intake forms and eliminating manual entry errors.

Serverless Backend

  • Amazon API Gateway — Secure REST APIs with TLS 1.2+
  • AWS Lambda — Form processing, validation, and approval workflows
  • Amazon DynamoDB — Scalable storage with point-in-time recovery
